Objective:

Improve the Legal and Regulatory Environment for ICT in Egypt. The ICT Program works closely with the Ministry of Communications and Information Technology (“MCIT”) and the National Telecommunications Regulatory Authority (“NTRA”) in strengthening the legal and regulatory environment for ICT in Egypt, and to assist the Government of Egypt (“GoE”) in addressing its World Trade Organization (“WTO”) obligations in the ICT sector and in fulfilling its responsibilities for international and regional telecoms regulatory policy coordination. In April 2004, the Egyptian Parliament passed the law establishing the Information Technology Industry Development Authority (“ITIDA”) and covering e-signatures, IT intellectual property, and overall development of the IT industry including export/investment and software engineering. ITIDA also will be responsible for developing laws and executive directives on; e-signatures, e-contracting, e-transactions, cyber-crime, and e-payments. The ICT Program is supporting the efforts related to implementing the new law. Other aspects of the technical assistance being provided in this area are of mutual benefit to both the NTRA and the MCIT’s Telecommunications Policy Unit (“TPU”).

Mission:

Information and Communications Technology (ICT) is one of the driving engines for economic growth in Egypt, not only for the industry it creates and the human resources and employment it harnesses, but also for the efficiency and effectiveness it brings to government as it serves its corporate and individual citizens. In order to effectively develop this industry and take full advantage of the positive impact it has on society and business, the Ministry of Communications and Information Technology (MCIT) was created in 1999.

In order to assist in this effort, the General Dynamics-led Information and Communications Technology Program (ICT Program), a USAID-funded initiative, was formed to provide technical assistance and support to the Government of Egypt (GOE) in its ultimate goal of improving business competitiveness for the Egyptian ICT sector, as well as bringing government services closer to the public through the use of ICT. In order to help Egypt realize this, the ICT Program sees its defined mission as one of producing:

“Producing a sustainable, positive impact on the country of Egypt via increased and improved ICT awareness and utilization.” The ICT Program seeks to achieve its mission  through four objective areas, as follows:

Improve the Legal and Regulatory Environment for ICT in Egypt

Increase E-Government and E-Business in Egypt

Expand the Usage of ICT throughout Egypt

Award Grants That Lead to the Increased Development and Adoption of ICT in Egypt
